What is Tool Belt?
Tool Belt is a small mod in this pack. The pack ships version 2.2.3 (file ToolBelt-1.21-2.2.3.jar), and it has been included since version 0.32 or earlier. The mod adds the Tool Belt.[1][2]
In the quest book, Tool Belt shows up in the "tips_and_tricks" chapter. That chapter has a quest, a quest in "?", which has no title and whose task is the Tool Belt.[2]
The quest source lists only that one quest for the mod, so it doesn't show which quests come before or after it in the chapter.[2]

How does Tool Belt work?

Tool Belt doesn't have machines, multiblocks, power or fluids. The pack only gives us two items from the mod: the Tool Belt and the Belt Pouch. Both are made at a normal crafting table, so there's no machine setup to learn.[3]

The mod has a tooltip that reads "Upgrades: %s (%s slots)". The game fills in the first value with the installed upgrades and the second with a slot count. So the mod tracks upgrades alongside a number of slots. The sources don't say which item shows this tooltip, so I can't tell you more than that.[4]
Unverified The sources don't explain how the belt and pouch interact, how many slots each provides, which upgrades exist, or whether the belt can be used with hoppers, pipes or other automation.
