Create: Bells & Whistles is an add-on for Create that adds 36 decorative and utility blocks, mostly for dressing up your trains and stations. Here is the order I would make things in.[1]
Start with the Station Platform
Make the Station Platform first. It is dimensioned for train or subway platforms, and you can either craft it or make it in a stonecutter, so your first station gets a proper platform edge straight away.[1][3]
Add a Headlight
Next comes the Headlight, which you can place on all faces of a block. The pack changed this recipe, so don't go by the mod's default. The recipe below is the one that works in this pack.[1][3]

Pick a pilot for the front of your train
The mod has a whole family of train pilots. The Andesite Pilot is a good first one. The pack changed the Metal Pilot, Brass Pilot and Copper Pilot, so don't go by the mod's defaults for those.[1][3]

Ways on and off the train
Grab bars such as Brass Grab Bars behave like ladders and work on trains. Bogie steps such as Andesite Steps also behave like ladders, work on trains and extend 1 block below where you place them. Door steps such as Copper Door Step can be placed on literally any block. Each kind comes in andesite, brass and copper versions, and the mod page says they can also be made in a stonecutter.[1][3]

Build the carriages with the Metro palette
The Metro palette is great for building subway or light rail cars. Everything starts from Metro Casing, and the pack changed how it is made. The palette also has a Metro Panel, a Metro Trapdoor and a Metro Window, and the pack changed the window too.[1][3]

The project page's current feature list describes the Metro palette as great for building subway or light rail cars. It contains Metro Casing, Corrugated Metro Casing, Metro Panel, Corrugated Metro Panel, Metro Trapdoor and Metro Window.[1]

Beyond the metal pilots there is a family of polished stone pilots: Polished Granite Pilot, Polished Diorite Pilot, Polished Deepslate Pilot, Polished Tuff Pilot, Polished Calcite Pilot and Polished Dripstone Pilot. There isn't much version history to tell for Create: Bells & Whistles in this pack, but here is what the sources confirm. Create: Bells & Whistles was added in All the Mods 10 4.0, and that release brought in version 0.4.7-1.21.1.[4]
All the Mods 10 8.1 still ships that same version, 0.4.7-1.21.1 (file bellsandwhistles-0.4.7-1.21.1.jar). So the mod hasn't been updated between 4.0 and 8.1 as far as the pack's mod list shows.[2][4]
