A quest whose tasks are all done does not close itself — the pack turns auto-claim off, so it shows a button and waits. And a task matches on the item you have far more narrowly than its icon suggests: 858 of the book's item tasks display an item carrying specific data, and only 223 of them actually check it. The detection mechanisms are real but no reporter is recorded hitting one.
